The Penang Transport Master Plan with an estimated price tag of RM27 billion is an ambitious plan to solve the island’ s traffic woes. Besides Pan Island highways and mass transit public transport systems, an undersea tunnel and a skycab between Penang island and the Mainland are on the drawing board.

The Penang Transport Master Plan( PTMP) is an ambitious, long-term plan( 2013-2030) to solve traffic woes in the state of Penang. It proposes the construction of various transport infrastructure comprising an undersea tunnel; a cable car service; light rail transit and monorail; as well as highways. Estimated to cost a massive RM27 billion and financed by sale of reclaimed land, the PTMP has attracted both commendations and controversy. The State Government is moving ahead and submitted the first component of the plan to the Land Public Transport Commission( SPAD) in March 2016.

The PTMP was crafted after an 18-month study conducted by the AJC Planning Consultants Sdn Bhd in collaboration with Halcrow Consultants Sdn Bhd and Singapore Cruise Centre Pte Ltd. On its official website, Chief Minister of Penang, Lim Guan Eng noted that the State Government plans to implement the Master Plan based on the theme " Moving People, Not Cars ". This is relevant
