rainwater downpipe , and even gradient and flow , to avoid further water leakages . Besides that , new enclosed space was considered , whether or not to allow cross-natural ventilation so that heat accumulation can be avoided . Another new element introduced was the need to have an air-conditioning system in this mosque in order to provide comfort to the end-users and simultaneously protect the heritage mosque ’ s fabrics .
Through a series of discussions with the project team and the NHD , the positions and locations of the air-conditioning unit ( internal ) and compressor ( external ) were finalised to help ease the conflicts . With some guidance from the conservator , a better solution was proposed , including placing the ducting and wiring of the system according to the Act 645 and Guidelines for Heritage Building Conservation ( NHD Guidelines ).
Rescue Works Issues arose in one of the old schools in Kuala Kangsar when neither the client nor the end-user knew that their building was gazetted as a heritage building , especially in the Heritage inventory list under NHD .
The scope of rescue work was only for upgrading and repairing the roof ( see Figure 3 ), and not meant for conservation . With no knowledge and awareness on the building status , all decisions were made without referring to any NHD Guidelines to protect the building . At this point , building conservation conflicts emerged amongst the stakeholders because they overlooked this issue . The building could be sustained if the changes of materials and method statement are analysed according to the NHD Guidelines prior to doing the rescue work so that any change to the original building ’ s appearance , especially to the roof profile , can be avoided . The original scope of work was misunderstood by the end-user as they believed the refurbishment should be completed for the whole building . Therefore , the confirmation of the scope of work should be finalised before the work starts .
Hence , the misunderstanding of heritage inventory status by all stakeholders should have been clarified clearly before any commencement
