Minimum Requirements: A B-degree in Information Technology (NQF Level 7) OR a B. Sc
degree in Computer Science, Computer Engineering, Computer Programming (NQF Level 7) (or
Equivalent qualification) PLUS nine (9) years appropriate experience, with at least 5 years in IT
related position Practical experience in installing networked computer equipment. Experience in
designing, programming and implementing client/server applications and knowledge of Microsoft
Products such as Microsoft operating systems, servers and frameworks is desired.
Nature And Scope Of Work:
The incumbent will overall be responsible for the determination and execution of policy, planning,
finances, training, leading , staffing controlling and coordination of the operation of the Division
and serve as advisor to senior management with regard to issues and matters related to the
mandate of his/her division.
Responsibilities:
Project preparation and implementation:
• Preparing a budget to finance the projects and programs of the Division
• Controlling the expenditure of the projects and programs of the division
• Preparing work plans according the strategies and initiating projects and programs to enhance
the attachment of the objectives of the division;
• Standardization of information technology in the ministry
• Determining current and future ICT needs in consultation with management and directorates
• Obtaining approval from the Office of the Prime Minister to purchase computer equipment and
software for the Ministry
• Processing and evaluating tender for the acquisition of computer equipment and software
• Dealing with all aspects of new information technology equipment and software tender
• Establishing and implementation of information technology plans and policies
System Operation Maintenance:
• Developing and implementing of information technology specifications
• Establishing priorities for systems development, maintenance and operations
• To ensure adequate system and proper systems utilization
• Acquire and assess new information analysis needs
Divisional Supervision and Administrations:
• Performing any other duties relevant to information technology
• Liaising with other ministries, office and agencies and the private sector within the divisions
mandate regarding IT related issues
• Enforcing disciplinary code of conduct among staff members in the division
• Performing and other duties which may be assigned from time to time
• Assess needs for Staff training and developments.
