Properly addressing green displacement cannot be limited to equity within the Park alone . Leaders in park development and management must consider procedural , distributional and structural equity when engaging current and potential partners . The plan , therefore , needs to involve leaders in the professions of housing , land use , economic development and public works . One crucial objective includes leveraging political capital and inviting others to collaborate on this Equitable Development Plan effort . This is not an exhaustive list and will likely be modified as the Plan rolls out .
