The partners of India Basin Parks are committed to continuous program improvement , so measuring progress and challenges is a vital tool for tracking and enhancing performance . The EDP metrics will likely evolve over time by becoming more specific , measurable , achievable , relevant , and time-bound as the project moves through construction , into operation , and / or as new information becomes available , including updates to Cal Enviro Screen , Cal-EPA ’ s statewide open data source which informs population demographics of the Parks ’ community , the BVHP neighborhood , and the city as a whole .
At the time of publication of the EDP , the reporting period is slated to begin approximately three years before Park opening . The first steps will be to assess current conditions to compose baseline data sets , which will then inform metric targets . Reporting will occur annually and continue for five to 10 years after opening to capture the longer-term effects of the Park ’ s development .
Once the Park is open to the public , qualitative measures and evaluation will become equally important as the quantitative metrics . There will be intercept surveys of park visitors and non-park visitors , interviews , listening sessions , and open opportunities for neighbors , community members , merchants , artists , community-based organizations , schools , elected officials , and staff from other public agencies and partners to participate in achieving the EDP goals . Observations by park ambassadors and staff will lend context and meaning . In total , robust feedback will inform program development , operational planning , and the collective action of implementing the EDP .
