While crafting this plan , the Leadership Committee emphasized the importance of using the project to leverage jobs and workforce development opportunities to strengthen the resiliency of the BVHP community and help ensure that BVHP residents benefit directly from this process , both during construction and after . The strategies and initiatives outlined in this section of the Equitable Development Plan are crucial to its success ; without these opportunities , many of the other goals outlined in the plan would be difficult to achieve .
