that some of these investments have had reveals that they can lead to economic , cultural and physical displacement .
This Equitable Development Plan ( EDP ) serves as an evolving playbook for implementing collaboratively drafted strategies to strengthen the stability and resilience of the existing community , thereby seeking to ensure the Park project does not result in the displacement of local residents .
PARK DEVELOPMENT SUMMARY
Background , Planning and Timeline
The revitalization of India Basin along San Francisco ’ s southeast shoreline has generated interest and discussion for decades . In 1998 , community volunteers from the India Basin Neighborhood Association submitted an aspirational park plan to the San Francisco Recreation and Park Department ( RPD ) that outlined the acquisition of 900 Innes and development of all the India Basin waterfront into a public park . In 2008 , the Shipwright ’ s Cottage at 900 Innes was designated as San Francisco Landmark # 250 . In 2009 , the BVHP Area Plan 8 outlined the need to “ provide continuous public open space along the shoreline of BVHP [ and ] assure that new development adjacent to the shoreline capitalizes on the unique waterfront location by improving visual and physical access to the water .”
In 2014 , with an eye toward renovating and improving these existing parks and connecting them by buying the parcel that separates them , the Recreation and Park Department acquired 900 Innes . The property is a vacant , derelict , postindustrial brownfield . Dirty , crumbling shoreline , barbed fencing and dilapidated , uninhabitable structures are a health and safety hazard as well as a visual blight on the surrounding community .
Renovations at three City-owned sites – 900 Innes , India Basin Open Space and India Basin Shoreline Park – will create a single unified park comprised of large open lawns , barbecue and picnic areas , new basketball courts , concessions , craft and cultural spaces , a new playground , bikeways , a youth skateboard area , outdoor fitness equipment , kayaking facilities , walking trails , nature corridors , viewing areas and a restored Shipwright ’ s Cottage . When completed , the cottage will contain a visitors center , and classrooms for community use . Three other buildings will be constructed within the park that will provide additional spaces for community gatherings , recreational concessions , food sales and restrooms . The installation of a new gravel beach , new boathouse , pier and recreational dock will provide visitors with active and passive access to the waterfront .
The Project addresses significant environmental contamination and physical blight left by industrial uses at 900 Innes and reimagines the other two isolated , under-performing park spaces : India Basin Open Space and India Basin Shoreline Park .
The Project connects these three public spaces to a contiguous 1.7-mile network of open space in the Basin totaling 64 acres owned by the Port of San Francisco ( Port ), PG & E , San Francisco Recreation and Park Department ( RPD ), developers of the 700 Innes site , and the Office of Community Investment and Infrastructure ( OCII ). It further connects these spaces to the Blue Greenway — a portion of the San Francisco Bay Trail providing pedestrian and bicycle connections from the Embarcadero all the way to Candlestick Point .
