A New Way to Rent Borough Facilities Is on the Horizon
Big changes are coming to how residents rent Borough facilities! Beginning January 1, 2026, the Borough of Jefferson Hills will launch CivicRec, a new recreation management software designed to make reserving park shelters, community spaces, and other Borough facilities easier and more convenient than ever.
Through CivicRec, residents can browse available spaces, submit rental requests, and manage reservations right from their computer or phone— no more stopping by the Borough Building to fill out forms or pick up permits.
To get started, residents will first create a CivicRec account. Once logged in, you’ ll be able to view available facilities, select your preferred date, and submit a rental request. Each request
Investing in Our Future: 2025 Grant Applications at Work
The Borough of Jefferson Hills continues to seek outside funding to strengthen recreation, infrastructure, and public safety initiatives. Grants play a vital role in advancing community projects while reducing the financial burden on local taxpayers. To support this effort, the Borough hired Novus Strategies in February to assist with grant writing.
Throughout 2025, the Borough submitted applications totaling more than $ 2.3 million in requested grant funding to support the below community improvements. Combined, these projects represent more than $ 2.7 million in potential investments in Jefferson Hills.
2025 Grant Applications Submitted:
• Andrew Reilly Memorial Park Concession Stand Project DCNR Community Conservation Partnerships Program( C2P2) Requested: $ 246,356.25 | Local Match: $ 246,356.25 | Total: $ 492,712.50( Submitted April 2025) Greenways, Trails, and Recreation Program( GTRP) Requested: $ 418,805.50 | Local Match: $ 73,907.00 | Total: $ 492,712.50( Submitted May 2025)
At Andrew Reilly Memorial Park, the current concession stand and bathrooms are small and outdated. Previous efforts to make the bathrooms ADA-compliant hit a roadblock with the Allegheny County Health Department, which wouldn’ t issue a permit. The proposed new building would expand restrooms, provide more storage, and enlarge the concession area, creating a space that better serves the park and its visitors.
• Jefferson Hills Pedestrian Safety Enhancement Initiative Automated Red Light Enforcement( ARLE) Program Requested: $ 358,875.00 | Local Match: $ 39,875.00 | Total: $ 398,750.00( Submitted June 2025)
This project aims to improve pedestrian safety by upgrading existing crosswalks and adding two new ones along Route 837. If awarded, the project will install solar-powered Rectangular Rapid Flashing Beacons at crossings to alert drivers when pedestrians are present.
Existing crosswalks:
• Old Clairton Road: Jefferson Place to Jefferson Hills Intermediate School
• Chamberlin Road: Chamberlin Ridge to Thomas Jefferson Stadium lower parking lot
• Peters Creek Road: Montour Trail across Gill Hall Road
will be reviewed by Borough staff before approval. After your request is processed, you’ ll receive an update letting you know if it was approved, denied, or modified. Once approved or modified, you’ ll need to return to your account to submit payment and receive your official reservation permit.

The Borough of Jefferson Hills is excited to introduce this userfriendly system to make facility rentals simpler, faster, and more accessible for everyone, an even further step forward in staying connected to our community.

• Peters Creek Road Paving Project PA Department of Community & Economic Development( DCED) Multimodal Transportation Fund Requested: $ 1,085,040.16 | Local Match: $ 0.00 | Total: $ 1,085,040.16( Submitted July 2025)
Peters Creek Road serves as a key recreational corridor within Jefferson Hills and is in need of paving and drainage improvements. This grant would help fund the work without drawing heavily on the annual paving budget. Improvements here are the first step in a broader effort to enhance the Peters Creek area.
• Tepe Park Improvements – Phase 1 Gaming Economic Development Tourism Fund( GEDTF) Requested: $ 262,800.00 | Local Match: $ 29,200.00 | Total: $ 292,000.00( Submitted August 2025)
Phase 1 of the Tepe Park project focuses on expanding parking to support future field development. The additional parking will prepare the site for two small soccer fields and two flag football fields, addressing a growing need for youth athletic space in the Borough. Future phases will include relocating the basketball court and constructing the new fields.
Looking Ahead The Borough’ s grant-seeking efforts are already in motion for 2026, with applications planned for the Community Development Block Grant( CDBG) Year 52, the Act 152 Blight Removal Program, and Local Share Account( LSA) funding through the Pennsylvania Department of Community and Economic Development. Additional applications will be submitted as opportunities arise.
