TOWNSHIP RECEIVES FEDERAL FUNDING FROM THE AMERICAN RESCUE PLAN ACT
In the summer of 2021 , Shaler Township received it ’ s first payment of the American Rescue Plan Act ( ARPA ) funding approved by the federal government in 2021 . This funding was granted to all municipalities and counties to aid with specific projects outlined in the spending guidelines . The Township ’ s first payment totaled $ 1,450,809.64 .
Spending the funds for a variety of public works projects had many restrictions that would have increased the project costs due to the bidding and bonding requirements . In an effort to avoid these additional costs , the Township elected to use this funding for reimbursement of public safety payroll . The COVID-19 Pandemic resulted in many additional payroll expenses for the Township as many officers , who had COVID-19 or were in direct contact with it , were required to quarantine and could not report to work . These illnesses resulted in many overtime shifts for the department . These overtime shifts were not budgeted and the ARPA funds provided much relief to the Township budget for these unanticipated expenses .
The cost avoidance of these dollars allowed the Township to continue with our anticipated road paving budget for 2021 and a total of $ 1,229,028.91 was spent replacing underground drainage and resurfacing 2.61 miles of Township roadways . In addition , the Township inspected 75,854 linear feet of pipe , performed root control on 44,660 linear feet of pipe , repaired 618 linear feet of pipe and 3 manholes .
The Township will receive the second wave of this funding in the summer of 2022 , and we anticipate using the funds to reimburse the Township General Fund for public safety payroll once again . This additional funding to the general fund will allow the Township to continue to aggressively address another robust year of drainage repair and road paving as well as channel funding in the mandated Municipal Separate Storm Sewer System program ( MS4 ). This program requires the Township to develop a plan to mitigate water runoff and take all necessary steps to ensure that any water entering a waterway or stream is as clean as possible .
All funding received over the past two years will be spent in the fiscal year in which it was received . This funding influx has been very beneficial to the Township and has allowed us to continue to provide quality services to our residents .
