RECOGNITION OF RETIRING COMMISSIONER MCELHONE
Commissioner Tom McElhone is retiring from the Board of Commissioners after 32 years . He has served on all Committees and as President of the Board for numerous years . He also expanded his interest to County and State Organizations where he provided them with leadership and the recognition of Shaler Township there . The Board wanted to say thank you to Mr . McElhone and they wish him the best in his retirement .
The Township is very excited to announce the final phase of the rehabilitation of Eagle Canyon Trail located between McElheny and Wetzel Roads , alongside Fawcett Fields . This project began in 2021 with the main purpose of returning the stream bed to its ’ natural state , where the flood plan and stream work together to restore a stable base and control erosion and maintain water flow throughout the stream .
With the assistance of State Representative Lori Mizgorski and Senator Lindsey Williams , the Township was able to secure grants in the amount of $ 545,000 through the DCNR Heritage and Other Parks Program Grant as well as the Gaming Economic Development Grant program . An additional $ 20,000 in grant funds were received from Noble Environmental . The total grant funding for this project was $ 565,000 .
The project was bid and awarded to Meadville Land Services in early 2021 for a total contract price of $ 277,195 . Additional costs were design and contract management of $ 80,000 and a second contract for public restrooms , parking lot and prefabbed picnic tables and shelters in the amount of $ 195,000 . The final project costs are estimated to be $ 552,195 .
This project included restoring approximately 1,700 feet of stream bed and 2,100 feet of walking trails . The previous walking trail had been flooded and the bridges had been washed away with no stable base or permanent anchor to stabilize during heavy rain events . Boy Scout Troop # 560 originally built these bridges along the trail but the layout of the stream , coupled with heavy rains , resulted in washouts which pushed the bridges off their foundation . Using a variety of designs including log veins , root balls , rock cross veins and log tow , branch layering and gravel bar removal , the stream flow is directed away from areas of problematic erosion and encourages plant growth and fish habitat .
In conjunction with the Allison Park Sportsmen ’ s Club ( APSC ), the Township recognizes this stream bed as an ideal fishing stream and the 2022 annual Children ’ s Fishing Day will be held in the
park on April 2 , 2022 . Club members will be on hand to assist children fish the stream . All children , under the age of 12 , and levels of experience are welcome at this event
The Township would like to thank our many partners for making this additional walking trail possible , from our State Elected Officials , private enterprise , local groups including the APSC , Boy Scout Troop # 560 and the project engineer , Gateway Engineers . This park enhancement and stream restoration will be completed on time , and with no local funding required .
