Is curbside trash and recycle collection for my property
mandatory? How do I come into compliance with Millcreek Township
ordinances?
A. Yes! Advanced Disposal is the contracted hauler for both
recycling and trash generated at ALL residential homes (4 units or
less) within Millcreek Township. As established by Pennsylvania
Recycling Act 101 of 1988 and the Millcreek Solid Waste &
Recycling Codes (Chapter 110), ALL residents are required to
maintain an active account with Advanced Disposal for curbside
collection either through Regular Quarterly Billing or using
the Pay-As-You-Throw “Per Bag” Program. Extenuating
circumstances may allow you to place your residence on vacation
status or vacant status. The garbage and recycling collection is
a mandated utility that cannot be cancelled. Trash and recycling

Q. Why is trash and recycle service mandated in Millcreek Township?
A. The main reason communities mandate trash collection is to
ensure that trash is being managed responsibly -- not managed
through littering, illegal dumping, scavenging, and open
burning. Finally, mandatory collection eliminates the potential
for accumulation of garbage on a property to the point that it
becomes a public nuisance or health hazard.

Can I take my trash and recycling to my business, to my place
of work, or to a relative’s home?
A. No! Residents are not permitted to piggyback off their
neighbors’, employers’, or relatives’ trash collection services. This
method of trash disposal is against Millcreek Township Solid Waste
& Recycling Codes (Chapter 110) and is typically referred to as
“theft of service”.
Q.
What happens if I don’t pay for the past due bill and do not
sign up for any service moving forward?
A. If there are any past due invoices, the Township may file a
lien against your property.
For not signing up for service, the Township may file a claim
with the District Judge’s office with a fine attached. The fine for
not having trash collection is $600 that accrues daily.
