Paul Miller’ s Law expands Pennsylvania’ s distracted driving rules by prohibiting drivers from using an interactive mobile device while operating a motor vehicle. Effective June 5, 2025, the law makes holding or physically using a phone a primary offense, even when a vehicle is temporarily stopped due to traffic or a traffic control device.
Penalties Under this Law
For the first 12 months, violations result in a written warning. Beginning June 6, 2026, police officers will be able to issue citations, carrying a $ 50 fine plus court costs and fees. Handsfree use is still permitted, and drivers may use a phone in emergencies or when safely pulled off the roadway.
