To conserve resources and minimize a duplication of efforts , Millcreek Township and neighboring municipalities have historically partnered with cooperating agencies such as the Erie County Department of Planning & Community Development and the Erie County Conservation District to implement some of these MCMs .
Fast forward twenty years , the Township ’ s MS4 Permit has generally been renewed on a five-year basis , with the latest renewal becoming effective on January 1 , 2021 . In addition to the six MCMs initially required , the latest renewal also required the development and implementation of a Pollutant Reduction Plan ( PRP ). The PRP was similarly approved by DEP during the latest permit process and details how the Township will achieve specific nutrient and sediment loading reductions to impaired streams within the Township . The Township ’ s required sediment load reduction to be completed over this permitting period is 618,920 pounds .
Millcreek Township ’ s current PRP proposes to meet a significant amount of Township ’ s pollutant reduction requirements through the Wilkins Run Stream Restoration Project . This project involves the stabilization / restoration of a severely eroded stream reach on the main branch of Wilkins Run , a Lake Erie tributary , listed as an Impaired within DEP ’ s Integrated Water Quality Report .
The restoration design to be implemented utilizes Natural Streambank Stabilization techniques , such as the installation of cross vane deflectors and rock weirs , floodplain and wetland restoration , bank grading , and live branch layering . There are several examples across Erie County where these design techniques have been applied , with remarkable long-term success , including a reach of Cascade Creek within Frontier Park , in the City of Erie .
