In 1991, Millcreek Township adopted a cable television ordinance and entered into an agreement with TCI of Pennsylvania. This agreement also provided a cable channel for local government access programming. Roseanne Eckerson, the previous Director of Public Services, spearheaded the formation of Millcreek’ s own TV channel. Various cable companies have come and gone, but the Millcreek Government Channel has endured. MGC is Millcreek Township’ s own TV station viewed on Charter Spectrum Channel 9 or 97.2. Our programs are seen throughout Erie County, with the exception of Erie City and Edinboro. Judy Zelina along with Jessica Stutzman moderate a variety of community service shows on the Millcreek Government Channel, some of which are“ on location” taking them to many different sites throughout the County.
Judy came on board 11 years ago upon Roseanne’ s retirement. One of her duties in Public Services was the Millcreek Government Channel. She enjoys learning something new with every program she tapes.“ I really enjoy filming on location”, stated Judy.“ It puts a whole different perspective on the subject. Whether we are at the Zoo, Presque Isle or one of our beautiful Millcreek parks, we bring you the feeling of being right there.”
Phil Fatica moderated alongside Judy for 10 years. He was no stranger to TV, having worked with WICU and WSEE in the past. The community was saddened by Phil’ s passing in 2015. His enthusiasm and love of life came through with all of his shows. Jessica Stutzman joined the MGC team in 2016. She is Millcreek Township’ s Recycling Coordinator and appeared with Judy or Phil frequently as a guest on the

show. She began scripting and appearing in numerous recycling commercials on the channel. These events made for a smooth transition to have Jessica join Judy as a moderator for MGC programs.“ It has been a truly wonderful experience to join the MGC family alongside Judy and the WQLN crew.” Jessica reflected,“ This team is so talented and creative. Together, we are always aspiring to keep our shows engaging and relevant to our viewers.”
The Government Channel is proud to have won awards along the way. One of MGC’ s proudest accomplishments was receiving First Place in the 44th Annual PSAT’ s( PA State Association of Township Supervisors) Communication Contest. Millcreek received the First Place honor in the Miscellaneous Communication Media Category / Cable TV Program for their program on the“ Millfair Compost & Recycling Center”. MGC is also the Second Place winner of the 48th Annual PSAT’ S Communication Contest for the program“ Presque Isle State Park Winter 2015”. This annual contest recognizes townships across the state for their achievements in communicating current township issues through various forms of media.
MGC receives many calls from different organizations requesting an interview.

There are specific guidelines that are followed and the organization must meet specified criteria. First, they must be a nonprofit 501C organization, and the material must meet with the Millcreek Supervisor’ s approval. Unlike Cable Access, MGC shows do not endorse a for profit business, group or individual.
Once an organization is cleared for the air, the next step is taping. On-air taping is handled by the WQLN Production team at their Peach Street TV studio. The production team then assures proper lighting, strategic positioning of the cameras, which allows them to capture all the anticipated action and correct microphone placement. At this point, recording begins. Programs are directed and cut live during the interviews, and recorded to the WQLN server to be accessed later.
The recorded video is then edited in a non-linear computer program called Final Cut Pro. This top of the line video editing program is the same program used to edit Hollywood films. The editing process
