On November 5, 2024, Millcreek voters elected a non-partisan Government Study Commission to examine the township’ s current government, explore alternative forms of government, and evaluate the feasibility of a change for Millcreek.
Since December 2024, the Commission has conducted research, financial analyses, and interviews with officials and professionals from Millcreek and other Pennsylvania townships.
Following its study, the Commission unanimously recommends the adoption of the Council-Manager form of government, with an elected fivemember Council, and an appointed professional Township Manager.
Among Pennsylvania’ s 25 most populous second-class townships, Millcreek is the only one operating with three full-time paid supervisors handling both legislative and managerial duties. The Commission identified several administrative and financial concerns with the current government structure, which can be remedied by a Council-Manager structure.
While daily operations would remain unchanged, five Council members would allow more township representation and input for major decisions and projects that affect Millcreek’ s future. These five Council members would not be employees of the township but instead be compensated with a stipend. A professional Township Manager, as an employee, would carry out the Council’ s directives, with the goal of increasing continuity and efficiency.

Public meetings will be held to inform Millcreek residents about Study Commission recommendations, and answer questions. On November 4, 2025, the question of government change will appear on the ballot. ANY CHANGE TO MILLCREEK’ S FORM OF GOVERNMENT MUST BE DECIDED BY
