Billing
MONTHLY BILLING is almost here . Effective December 1 , you will begin receiving a MONTHLY sewer bill that will be replacing the quarterly post card bill you have been getting . Receiving a monthly sewer bill vs a quarterly sewer bill will assist residents with planning and budgeting as well as eliminating those large quarterly invoices .
Remember , your bill is going to look different as well , NO more postcard bills . Your bill will arrive in a regular envelope , printed on full-sized paper , perforated at the bottom for you to return when making your payment . Your account number will remain the same , but our new billing system , MuniLink , adds a suffix to the account number . ( Example 123-0 ) Each account is also assigned a unique CID Number ( Customer Identification Number ). This is only needed when signing up or going into the customer portal . ( A new feature that will benefit our customers !)
IMPORTANT – IF you are currently enrolled in ACH ( Automatic Clearing House ) or automatic payments , your bank information will carry into the new billing system . You do NOT need to do anything . If you would like to sign up for ACH , you can do so by logging into the customer portal . The portal address is : nstma . authoritypay . com . Once in the portal , you will need to establish a Username and Password and enter your Account Number , including the suffix numbers and the CID Number , that is on your bill .
IMPORTANT - Once NSTMA is officially “ live ” with our new MuniLink software , an email will be sent out to all customers that currently receive an e-Bill ( via email ). You will be required to sign up through the customer portal for e-billing again before the December bill is mailed ( approximately December 14 , 2023 ).
Customers will have the option to create an account ( username and password ) and log in your account to pay by debit , credit card , or echeck ; OR you can utilize QuickPay where you will not need to create an account to pay . If you chose QuickPay you must enter the correct account number and CID number .
GO GREEN and sign up today for ACH and e-Bill ; after December 1 , 2023 . Forms will be available on the customer portal OR at the Authority Office . If you prefer we mail you a form , please contact our Office .
Treatment and Consumption of Sewage
NSTMA receives water consumption information form PA American Water , the Community ’ s local water company . Your sewage bill is based upon this consumption information . Much of the water used at a home or business eventually makes it ways down the drain and must be conveyed to and treated at the Canonsburg-Houston Joint Authority ( CHJA ) sewage treatment facility .
NSTMA pays CHJA for treatment of the sewage entering their facilities based upon the total water consumption of the entire Community . CHJA is raising their rates to North Strabane and other participating Communities effective January 1 , 2024 from $ 8.66 per thousand gallons to $ 11.26 per thousand gallons , a 30 % rate increase .
NSTMA rate of $ 5.60 per thousand gallons will remain the same for 2024 . The total sewage rate for 2024 will be $ 16.86 per thousand gallons ($ 5.60 NSTMA + $ 11.26 CHJA ).
If you reduce the amount of water used , you will see savings on both your water bill and sewage bill .

REPORTING STORMWATER POLLUTION
Stormwater pollution is a detrimental problem to our environment by degrading water quality in the streams , rivers , lakes , and coastal waters . The Environmental Protection Agency and Pennsylvania Department of Environmental Protection recognize this growing problem and have implemented numerous permits to prevent stormwater pollution . One such permit is the Municipal Separate Storm Sewer System ( MS4 ) that was issued to hundreds of municipalities in Pennsylvania back in 2003 .
Prohibited non-stormwater discharges that enter into the storm drain and result in pollution to our waterways are commonly referred to as illicit discharges . Examples of illicit discharges include :
• Fuel and Gasoline
• Automotive oil
• Grease
• Construction runoff ( i . e . sediment )
• Soaps and Detergents
• Paint
• Grass clippings
• Sanitary wastewater
• Animal waste
• Household chemicals
According to the MS4 permit there are exemptions to what can drain into the storm sewer system . Examples of non-stormwater discharges which are not considered illicit include :
• Residential car washing without soaps
• Discharges from potable water sources
• Air conditioning condensation
• Irrigation water
• Springs
• Water from crawl space pumps
• Footing and foundation drains
• Lawn watering
• Water line flushing
• Flows from firefighting
