Borough Codes Ch. 134 Dye Test and Camera Inspection. All properties that are sold, refinanced, transferred/assigned, or mortgaged must have a sanitary sewer certificate to ensure that all storm water is disconnected from the sanitary system and there are no cracks or defects in the private sanitary sewer lateral (Ch. 136-5H) No trash, garbage, rubbish, or other refuse may be placed in the front yard at or near the curb line prior to 6:00 p.m. the day preceding the pick- up day. Removal of container(s) shall not be later than 12:00 midnight on the day of pick up (Ch. 136-5H). Junk vehicles, accumulation of ashes, garbage, rubbish, or refuse materials on public or private lands are prohibited (IPMC 302.8). (Ch. 168-30) Fences, hedges, or plantings more than two feet in height are prohibited on certain portions of corner lots (Ch. 168-30) Fences shall not exceed six feet in height and require a permit to be erected (Ch.168-34, Section C3). Code Enforcement/Property Maintenance The Borough has adopted the International Property Maintenance Code (IPMC), which provides our Code Enforcement Officer with a powerful tool to combat blighted and neglected properties. The following is an excerpt from the IPMC and other similar ordinances which our Code Enforcement Officer works diligently to uphold. (Section 302.4) High Grass and Weeds. All premises and exterior property shall be maintained free from weeds or plant growth in excess of 6 inches. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs provided; however, this term shall not include cultivated flowers and gardens.
