The Borough is governed by seven elected Council members and a Mayor. The Mayor is elected for a 4-year term; Council members are elected for 4-year overlapping terms. There are no term limits in Baldwin.

Happy Fall! Wishing all our residents a colorful and joyful autumn season. As the leaves begin to turn, the many construction projects that began in the spring and summer months are wrapping up.
Some are Borough planned Capital Projects while others are Utility Company( water, gas, electric) projects and others are state and county projects. Here is a list of some of the larger Borough Projects:
The Borough Road program consisted of 13 streets noted in the last edition of this magazine. Both Pennsylvania American Water( PAW) and Columbia Gas have main line replacement projects planned throughout the Borough and will notify the Borough and residents when those projects will begin shortly. Keep an eye on our website, https:// www. baldwinborough. org / for updates on these and any other projects as information becomes available.
The McAnnulty Park Improvement project work is anticipated to be completed by late fall of this year. The improvements consist of the Borough’ s first pickleball courts along with re-establishing a full basketball court separated and surrounded by new fencing and walking path upgrades. These improvements will be a wonderful asset to the area once completed and continues the Borough’ s dedication to upgrading the many neighborhood parks.
Additionally, as part of our capital improvements in 2026, the Borough received two State Local Share Account( LSA) Grants. One grant was for the re-construction of the Borough’ s Salt facility at Leland Park. That facility is over 50 years old and in terrible need of repairs due to the salt creating havoc to the walls, doors and roofing structure. The work is to be completed in time for the Borough to receive salt for the beginning of the winter season as this is the main storage area that services the south and central areas of Baldwin. The other grant will completely cover the removal and replacement of the ballfield lighting at the Municipal Field in Elm Leaf Park. The Borough is installing a MUSCO Lighting system that will be all LED lights with BallTracker TM technology that optimizes visibility of the ball in play with no glare in the players typical line of site. Furthermore, the light system comes with remote on / off capability for operation of the lights.
Lastly, the Borough completed work this summer on installation of security fencing at the police and Public Works entrance / exit area of the municipal building. This provides a secure area for the police and public works staff to move vehicles and large equipment in an enclosed area where they no longer have any public foot traffic interaction with these emergency vehicles keeping both our workers and the public safe from harm or injury.
