The Borough is governed by seven elected Council members and a Mayor. The Mayor is elected for a 4-year term; Council members are elected for 4-year overlapping terms. There are no term limits in Baldwin.

Over the past 20 + years the Borough has had three Volunteer Fire Departments which have operated as separate entities. They trained separately, had different equipment / nozzles and of course had individual members and volunteers for each station. This is how the Borough has operated for the entirety of its 73 years. The departments assisted each other with fire calls throughout the Borough but lacked a full partnership between them. That has now changed, for the betterment of each department and, more importantly, for the Borough and its residents.
During the spring of 2021, the three Volunteer Departments initiated a consolidation process. This effort aimed to unify them into a single entity while retaining the three existing stations. Consolidation allows for combined training efforts, more efficient communication, the ability to share uniform equipment and the unification of funds. Consolidation creates a much more cohesive entity and most importantly, allows for shared manpower. Volunteer Fire Fighting numbers have fallen off drastically in all communities across our state and country and this consolidation will allow Baldwin Volunteer Firefighters to continue to provide Baldwin Borough residents with the service they have come to expect.
I am honored to announce that the process that these hard-working volunteers started over four years ago has been completed. The three independent Departments are now officially consolidated into one, known as Baldwin Fire Rescue. The tireless efforts of all fire company members, who dedicated long hours away from their families to make this consolidation happen, are highly commendable in achieving this goal. As one can tell from the four-year time frame, it was not an easy process. Imagine three accounting firms trying to consolidate into one!
