OFFICIALS OF THE BOROUGH OF BALDWIN 2018 The Borough is governed by seven elected Council members and a Mayor. The Mayor is elected for a 4-year term; council members are elected for 4-year overlapping terms. Barrett was honored as the 2018 recipient of the Joseph A. James Memorial Excellence in Local Government Award. The SPC is the official Metropolitan Planning Organization for the 10-county region and includes the City of Pittsburgh and the counties of Allegheny, Armstrong, Beaver, Butler, Fayette, Green, Indiana, Lawrence, Washington and Westmoreland. The Joseph A. James Award recognizes a municipal government appointed or elected official in any local government, agency, or Council of Government for a lifetime of exemplary governance or management; improving professionalism in municipal government; making a significant contribution to municipal government services; providing an outstanding service or facility; and innovation or outstanding leadership in a local government in a local government cause. Mr. Barrett was recognized for his various contributions to municipal government both as the Borough Manager for the Borough of Baldwin, as well as prior accomplishments. John has worked to develop educational workshops for Newly Elected Officials throughout southwestern Pennsylvania, he has provided technical assistance to economically distressed municipalities in the Act 47 program as well as the Early Intervention Program, and has also served on a local Zoning Hearing Board. His past work experience includes serving as Chief Administrator of the Municipality of Murrysville, Westmoreland County, Pa. John also has served as the Director of Programs of the Local Government Academy, Director of Operations of the Pittsburgh Downtown Partnership, and Executive Director of Friendship Development Associates.
