Child Find Each school district, along with other public agencies in the commonwealth, must establish and implement procedures to identify, locate, and evaluate all children who need special education programs and services because of the child’s disability. This notice is to help find these children, offer assistance to parents, and describes the parents’ rights with regard to confidentiality of information that will be obtained during this process. Title 1 Program is a federally funded project developed to meet the academic needs of students. E.S.E.A. stands for the Elementary and Secondary Education Act that was passed in 1965. The No Child Left Behind Act, signed into law by President George W. Bush on January 8, 2002, reauthorized E.S.E.A. Title 1. The No Child Left Behind Act is designed to promote educational excellence for all students. The goal is for all students to achieve proficiency of the academic standards.
