those scarce grant dollars to help fund the renovations. The Borough has been very successful in obtaining grants. We received county, state, and federal dollars to help fund Phase I, Phase II, Phase III of the park renovations. The BPI assisted with fund raising as wel l as obtaining grants that the Borough was not eligible for. A true team effort with the success being what you now see in the park and stadium [see page 50]. During this process the Borough continued with its plans to attack the other failing infrastructure. Given the amount of work that it was going to take, Council approved the hiring of an Assistant Public Works Director with a Civil Engineering background that could work under my Engineering License in preparing various plans as well as construction oversight. This has and continues to the save the Borough thousands of dollars every year in consulting fees. Below are only some of the plan and policies prepared in-house by Borough Staff: • 5 Year Street Rehabilitation and Maintenance Plan • 5 Year Sidewalk Cost Sharing Program • 5 Year Stormwater Management Operations and Maintenance Plan • Sanitary Sewer Operations and Maintenance Plan* Prepared by Gateway Engineers • Street Sign Replacement Program • Financial and Administrative Policies • Debt Policy • Personnel Manual • Elected Officials Policy • Parks Maintenance Plan These plans do not sit on a shelf collecting dust. Council ear marks the necessary funds associated with implementing the plans. These plans are reviewed and updated every year. In addition to the above plans, Brentwood Council embraced strategic planning to help set the future course of the Borough. Utilizing citizen surveys, public meetings, and an all-day council work session the first ever Brentwood Strategic Plan was prepared with issues identified and goals set with measurable outcomes. (The plan is set to be revised in 2019). Brentwood Council is in the process of finalizing an aggressive 10 year capital improvement plan. The results of these plans were immediately recognized by the millions of dollars in grant funding the Borough received in addition to the Borough George Zboyovsky, P.E.
