Olweus Bullying Prevention
Program
Mrs. Pagan, Elroy Elementary Principal
The Olweus Bullying Prevention Program (OBPP) is the best-known and
most researched bullying prevention program. OBPP is a whole-school
program that has been proven to reduce and/or prevent bullying throughout
the school.
The principal, teachers, and other staff at Elroy are responsible for
introducing and implementing the program. The lessons are designed to
improve peer relations and make our school a safe and more positive place
for students to learn and develop.
The goals of the program are:
• to reduce existing bullying problems among students
• to prevent the development of new bullying problems
• to achieve better peer relations at school
Dan Olweus, creator of the Olweus Bullying Prevention Program, defines bullying as:
“A person is bullied when he or she is exposed, repeatedly and over time, to negative actions on
the part of one or more other persons, and he or she has difficulty defending himself or herself.”
This definition includes three important components:
1. Bullying is aggressive behavior that involves unwanted, negative actions.
2. Bullying involves a pattern of behavior repeated over time.
3. Bullying involves an imbalance of power or strength.
The four bullying rules at Elroy Elementary:
1. We will not bully others.
2. We will help others who are being bullied.
3. We will include others who are being left out.
4. If we know someone is being bullied, we will tell an adult at home and school.
This year at Elroy, staff members will meet monthly to design school wide lessons to be implemented in the classroom. Along with
the lessons, there will be school wide activities. These will include a poster contest, games, bulletin boards, and peer building activities to
enhance the positive relationships among students. Elroy is a great place to be and the staff want to ensure that all students feel safe and
protected from bullying.

are also available on the web. By going to the school district website
noted above, clicking on School Board and then Board Policies, you
will find the entire Brentwood Borough School District Policy Manual.
Periodically, it is necessary to make revisions to various policies. Once
the Board of School Directors officially adopts revisions, policies on the
web will be updated to reflect those changes.
