From page 11 Childs , Senior Environmental Water Management Officer ( Murray Lower Darling ) NSW Department of Primary Industries , talked through the challenges associated with managing the Barmah Choke . Balancing the needs of water users with environmental needs is a challenge . The restricted flow of Barmah Choke limits the delivery of irrigation water , making it difficult to meet downstream water demands during peak times , with additional pressure created by upstream water holders trading water to downstream users . For this reason , trade from above the Barmah Choke is restricted to protect the delivery of water downstream . Managers must also aim to keep flows at or below full carrying capacity during summer and autumn to minimise unseasonal flooding of the Barmah-Millewa Forest . The presence of a large quantity of excess sediment associated with bank instability and notch erosion from constant high flow rates in the Barmah Choke further restricts the capacity of the Choke and causes environmental issues such as preventing native fish reproduction as many of the nursery sites have been filled in with sediment . State and federal governments are investigating suitable options to maintain the health and function of the Barmah Choke . Seeing the Barmah Choke and hearing firsthand about the constraints it poses put things in perspective and helped the group understand both the fragility of this part of the river and the immense difficulty of managing environmental issues whilst also ensuring water requirements are met downstream . From there it was on to Echuca where Tyson Milne , Director of River Operations for the Murray Darling Basin Authority ( MDBA ), explained the role of the MDBA in operating the river and monitoring flows and storage levels . While the MDBA determines the amount of water released to meet demands , allocations to individual entitlement holders are managed by state governments . Tyson outlined the Murray-Darling ' s operation systems , as well as the environmental challenges for river operators , and potential strategies to shore up water availability and shortfall risks , with daily water balance calculations adjusting inflow conditions with outflow demands and losses along each river reach , highlighting the complexity of water management .
