A. From start-up to establishing infrastructure across the target geographic area
Mapping and size estimates: Key steps in starting a programme include knowing where to establish
services and contracting with implementing organizations.
• At the central planning level, reliable information about the size of a sex worker community in a
given geographic area forms the basis for locating services, funding, setting performance targets,
allocating programme resources and assessing coverage.
• At the implementation level, programmers have multiple purposes for mapping and size estimation
information, including:
›› estimating the size of the community in a given area to determine personnel needs
›› defining locations of sex workers for locating interventions
›› obtaining information on risk behaviours, risk perceptions and barriers to inform the initial
intervention design. See Box 6.4 and Figure 6.5 for more details on approaches to determining
where to start services.
