The First Responders knew they had just minutes to assist the victim due to the current of the river and other obstacles. Chief Powell immediately jumped into the water without hesitation and began orchestrating the rescue, to assist the officer and volunteer firefighters. The responders placed the victim onto a spinal restriction device, removing him from the water and placing him onto the stokes rescue basket to pull him up to safety. Upon assessment of the victim, Johnson Co EMS made the decision to airlift him to a trauma center.
Chief Powell and the other volunteers then set up a landing zone on scene to speed up the transport process. The quick actions of Chief Powell and the others saved the life of this young man. Chief Powell went above and beyond by risking his life to help rescue this individual.

A call for assistance came to Johnson County Public Safety Agencies on July 24, that there had been an accident at the Johnson County Boat Landing on the Oconee River. Johnson State Prison Fire Chief Tyler Powell heard the call and immediately headed that way.
Upon arrival to the scene, it was discovered that teenagers had been swinging from a rope tied 50-75 feet in the air, into the river when a young man had fallen into the river breaking his leg.
