various forms of online gambling since 2013. The
legislature and Gaming Commission have authorized
a great deal of research into regulating online sports
betting and daily fantasy sports. Multiple bills that
would authorize online sports betting are under
consideration.
MISSOURI
Under consideration: sports betting
Missouri’s legislature is considering multiple bills to
authorize sports betting. If legislation is passed, it is
likely that mobile betting would be included and that
the Gaming Commission would be the regulatory
agency. In December, legislators in the House
pre-filed three bills for consideration in 2020.
KANSAS
Under consideration: sports betting
Kansas’ legislature is considering multiple bills to
authorize sports betting, some of which include
provisions for mobile betting. It appears likely that the
state lottery would be tapped for regulatory oversight.
MISSISSIPPI
Under consideration: sports betting
Legislative efforts to expand the states’ authorization
of sports betting to include mobile wagering failed to
advance by an April deadline. It is expected, however,
that these efforts will be revived.
NORTH CAROLINA
Under consideration: sports betting
In July 2019, the legislature passed a bill permitting
sports betting at casinos operated by the Eastern
Band of the Cherokee. A follow-up measure that
would create a study into expanded sports betting
was passed in August. Expansion could include
mobile betting.
VIRGINIA
Under consideration: online gambling
An umbrella gambling expansion law enacted in
March 2019 includes language authorizing online
gambling. However, the term “online gambling” is not
defined, and several things have to happen before the
authorized activity can take place, namely: (1) a joint
legislative report on casino gaming laws in other
states; (2) promulgation of regulations; and (3)
re-enactment of the bill. If online gambling were to
survive the process, it would not commence until at
least the latter half of 2020.
OHIO
Under consideration: sports betting
The legislature is considering a sports betting bill that
would authorize online sports betting. Governor Mike
DeWine wants the legislator to accelerate the process.
MINNESOTA
Under consideration : sports betting
The legislature is considering a sports betting bill that
would authorize online sports betting.
MAINE
Regulated gaming type: sports betting
Status: A sports betting bill passed by the legislature
in June 2019 was stopped in its tracks by Governor
Janet Mills’ decision not to sign it into law by the July
2 deadline. The measure will not be taken up again
until January 2020. If enacted, the law would
authorize betting offered on mobile platforms.
NEW YORK
Under consideration: sports betting
Live sports betting commenced at land-based casinos
in July 2019. Around the same time, the Gaming
Commission issued an RFP for a study that would
look into permitting mobile sports betting. To date,
multiple proposals to regulate mobile sports betting
have failed.
LOUISIANA
Under consideration: sports betting
Louisiana continues to consider sports betting,
including proposals to regulate online betting.
Imminent authorization is unlikely.
