Sales of lottery tickets commenced online in
September 2018. In July 2019 the legislature passed a
bill to allow land-based and online sports betting. In
November, the New Hampshire Lottery Commission
approved a sports-betting contract with DraftKings,
with expectations of commencing live mobile betting
in January 2020.

TENNESSEE
Regulated gaming type: sports betting
Status: The state has enacted legislation that
authorizes online sports betting. The new law went

into effect on July 1, 2019, but it is expected that online
betting will not commence until the second quarter of
2020 at the earliest.
MONTANA
Regulated gaming type: sports betting
Status: A law enacted in May 2019 authorizes the
state lottery to conduct mobile betting operations. No
go-live date has been set, although the Lottery
Commission in November unanimously signed off
on draft rules with expectations of finalization in
December. The legislature also passed a bill that
would have allowed private companies to run sports
betting operations, but that measure was killed by a
veto.
COLORADO
Under consideration: sports betting
Pursuant to a bill passed in May 2019, Colorado
residents in November voted in favor of authorizing
regulated sports betting. Internet and mobile betting
would be permitted. It is expected that authorized
sports betting will commence in May 2020.
WASHINGTON, DC
Regulated gaming type: sports betting
Status: Washington, DC has authorized mobile
betting, but it is not expected to commence until
January 2020 at the earliest.
CONNECTICUT

The latest attempt to legalize online gambling came
in August 2019 with the introduction of a bill that
would permit online sports betting and casino
gambling. The proposal lacks support from tribal
operators and faces an uphill battle in 2020.
