Status: France is a regulated market that has been sanctioned by the European Commission. On May 15, 2013, French Members of Parliament introduced a bill which seeks to amend several provisions of the French Consumer Code. As drafted, the amendments would result in a significant change and expand the definition of prohibited lotteries to capture games that are, even in part, based on chance, including social games. The draft bill is set to be discussed before the French Senate at the end of January 2014.
