The best way to begin to extract Cuba from the path
of illegality and mistrust of institutional order the present militarism has brought about would be its integration into the community of nations, informational
transparency, promoting and facilitating the creation
of a civil society, and the slow but steady creation of

a State of Law. It would require difficult and sustained
work, take many years, and involve expected highs
and lows and even setbacks. Yet, it would help somehow to reweave Cuba’s social fabric, rebuild self-esteem, and rekindle a desire to create a future for our
people.
