to the subordination of the judiciary to
the political bodies. Without these basic
changes, Cuba will remain anchored to
the past. In a repressive environment, a
referendum does not turn a dictatorship
into a legit political order, as voting in a
ballot box does not guarantee a democratic election either. Both processes
must be carried out under the basic
validating conditions of well-informed
voters who freely exercise their right to
organize and express themselves following their political will.
