INTRODUCTION
In 2004 UNCUYO, through the Faculty of Political Sciences
and Social created the Center for Foresight Studies (CEP)
as a mechanism for articulation and coordination of inter-
institutional actions to contribute to the development of
skills and competencies in foresight and future studies
for the definition and implementation of medium and
long-term sustainable development projects.
THINK THE FORESIGHT FROM THE
MANAGEMENT OF KNOWLEDGE
The CEP is encouraged to promote networks of articulation
and coordination of actions related to the future from a
framework of the social construction of knowledge, the
approach of complexity through interdisciplinarity and the
convergence between thought and action. In this sense,
the CEP is an open and democratic strategic field for
understanding the trends and uncertainties of the future and
contributing to the design of strategies and lines of action.
The strategy of development and consolidation of the foresight
at national level consisted in the realization of the National
Congress of Foresight, Prospecta Argentina, inspired by
the initiative of Fernando Ortega of Peru. In Argentina, the
congresses have been held during the years 2012, 2014
and 2017. This effort arises from the joint work between the
Technology Foresight National Program-PRONAPTEC of the

Ministry of Science, Technology and Productive Innovation
of Argentina, the Center for Foresight Studies and Area of
Foresight of the Rector of the UNCUYO (2008-2014).
The realization of the Congress is considered fundamental
for the reflection, debate, and construction of alternative
models of development with the ability to anticipate and
address global and local. Challenges in our country and
strengthen the incorporation of foresight into the strategic and
strategic planning and management processes long-term
carried out in all areas of the State and the private sector.

The THIRD NATIONAL CONGRESS focuses on “ALTERNATIVE
MODELS, Catastrophe or New Society?” In homage to the 43
years of the publication of the Latin American World Model.
Thus, the purpose of the Congress was to generate a space for
the exchange of knowledge and experiences that contribute
to the development of strategies to plan and manage the
dynamic, uncertain and complex futures of our region.
The Congress organized by the Center for Foresight Studies,
Faculty of Political Sciences and Social, Faculty of Economic
Sciences, Secretary of Public Policies and Planning of the
National University of Cuyo, Ibero-American Program of Science
and Technology for Development (CYTED), Organization of
Ibero-American States (OEI), World Futures Studies Federation
(WFSF), Latin American and Caribbean Institute for Economic
and Social Planning (ILPES / ECLAC), Latin American and
Caribbean Networks of Foresight, Institute for the Integration
of Latin America and the Caribbean (INTAL / IDB), National
HUMAN FUTURES
Institute of Agricultural Technology, Argentina 2030 Program,
Presidency of the Nation, Interdisciplinary for Studies in Science,
Technology and Innovation Center (CIECTI) and Ministry of
Science, Technology and Productive Innovation of Argentina.
It also had the sponsorship of Universidad del Valle
