Three energy grids failed, sounding alarms about the country’s infrastructure and the government’s capacity to provide electricity for a rapidly growing and increasingly industrialized population. Power Minister Sushilkumar Shinde blamed the blackout on some of the dozen states that went dark for taking more than their share of electricity. “I’ve given instructions that whoever overdraws power will be punished,” he said.
