Coaching the Industry
towards higher standards
the role and workings of MTA’s Enforcement Directorate
Andre Zammit has been with Malta Tourism Authority since 2003. He had started off as a senior
executive in enforcement (on the front-line, enforcing) but within four years he had moved up to
assistant manager and followed this up with a further four years as the MTA’s manager of licensing, and
a year as the Ministry of Tourism’s Chief of Staff before becoming Director of Enforcement at the MTA
Enforcement branch.
By its nature, the term ‘enforcement’ gives the impression of a controlling body that will come down on
you like a ton of bricks to ensure that regulation is complied with. But after having spoken with Zammit,
Hospitality Malta found that there is also a major difference with the reality of things; the Directorate is
aimed more at a strengthening than controlling role, urging with energy to create rather than to police,
and implementing effectively via education and not gain by force (unless needed).
