In Buckinghamshire fly tippers are 16 times more likely to be
successfully prosecuted than in England as a whole. Recently, John
Paul Abbs, 41, of Beech Green in Aylesbury, pleaded guilty at Wycombe
Magistrates Court to an offence of dumping waste illegally.
The court heard that on the afternoon of 29th June 2018 two sacks of solidified cement
were found dumped. A Waste Partnership for Buckinghamshire surveillance camera in the
location recorded waste being dumped from a silver Ford Fiesta. A man was seen to take
two sacks of solidified cement mix waste from the
vehicle and throw them into the undergrowth on
the far side of the vehicle.
Having been traced, Mr Abbs voluntarily attended
New County Offices, Aylesbury, on 26th July for a
visually-recorded interview with the enforcement
officers from Buckinghamshire County Council.
Mr Abbs fully admitted depositing the cement,
though he claimed that he had intended to return
and remove it from the roadside, but forgot to do
so. Aylesbury Vale District Council cleared the
waste cement away four days later at a cost to
the taxpayer.
The Magistrates fined Mr Abbs £466, and ordered him
to pay clean-up and prosecution costs of £768. A victim
surcharge of £46 was also levied – making a total to pay
of £1280.
Aylesbury Vale District Council Cabinet Member for
Environment and Leisure Paul Irwin, speaking on behalf
of the Waste Partnership for Buckinghamshire, said:
“It seems incredible that someone would risk fines, costs and a criminal record when
their waste could have been disposed of easily at the local household recycling
centre. This case is an excellent example of how our network of surveillance cameras
catches out people who are prepared to engage in such antisocial behaviour.”
The Waste Partnership for Buckinghamshire launched its
SCRAP Flytipping campaign in August 2018, which urges
anyone- individuals or businesses- to ensure that they
act on their legal duty of care to ensure that anyone who
takes their waste away is registered and bona fide.
