Voting in the Council of the European
Union
■ About 80% of law proposals are decided by majority vote.
■ Each minister can vote for or against a proposal, or abstain.
■ There is the so called double majority:
55% of the EU countries must vote in favour and represent at least 65% of the EU
population.
