Mathew is an Eagle Scout, and he based the plan for his mural on the structure of a leadership project he’ d done with the Scouts. Plotting out overall vision, community benefit, budget, timeline, communication plans, work plans, safety, equipment, and miscellaneous concerns, Mathew’ s proposal now serves as a template for all future proposals to Paint Parker, the organization that oversaw the project.
