STATE of the DISTRICT 2015 - 2016 Financial Strength & Accountability Another way HEB ISD is Different by Design HEB ISD strives to support student achievement with fiscal responsibility, efficiency, and integrity. HEB ISD understands that a strong financial position shields the district in times of uncertainty, ensures additional student support is available when needed, and protects the taxpayers. With its high quality academic programs, its focus on the whole child, and its solid financial management, HEB ISD continues to be a “destination district”. As a result, HEB ISD has experienced a steady value growth over the years. As values rise, HEB ISD has proactively lowered the tax rate whenever possible, demonstrating its respect for the taxpayer. Since the initial impact of the 2011 bond, the district has lowered the tax rate every year equating to a 6.4 cent decrease over 4 years. Financial Efficiency & Prudent Planning Financial PERFORMANCE Between M&O fund allotments and the district’s Locally Defined Capital Projects Fund to serve as a “savings account” for large capital improvement projects, HEB ISD has undertaken approximately $60 million in capital improvements over the past 5-10 years, without the need to increase the I&S tax rate for voter-approved bonds.
