The Hurst-Euless-Bedford ISD Board of Trustees voted unanimously to call a $199 million bond
election to be held on May 5, 2018. Bond addresses growth, campus and special education
improvements, and technology upgrades.
2018 Bond Overview: $199,000,000
Growth – $130,000,000 Campus Improvements – $49,000,000
• Two new elementary schools to accommodate growth
and relocation of students from West Hurst Elementary,
which would be renovated and repurposed as a district
facility • Renovate and repurpose West Hurst Elementary to
consolidate the District’s special education support
services
• • Classroom and science lab additions at each junior high
school to increase capacity by 225 students and remove
all instructional space from portable buildings Interior improvements at the junior high schools,
includes new paint, flooring, and restroom fixtures
• New orchestra addition at Central Junior High School to
allow students to remain on their campus and eliminate
the need for students to use KEYS High School for
instruction, rehearsal, and equipment storage
• Relocate the main entry of Euless Junior High School
due to the expansion of Highway 183
Technology – $20,000,000
• New portable devices, such as tablets, to continue to
prepare students for 21st century learning
• New classroom technology to create versatile and
interactive learning environments
• Replace aging equipment, such as desktop and laptop
computers
• Upgrade technology infrastructure to support student
devices and improve functionality across the District
Growth
According to a recent demographic study, HEB ISD is
anticipated to grow by more than 2,600 students over the
next 10 years. The District is expected to add nearly 500
elementary students in the next five years and approximately
900 elementary students in the next 10 years. Growth
projections also show that many of the District’s junior high
schools are expected to be over capacity within two years.

Cost estimates for construction projects are turnkey and include permitting,
design fees, construction, furniture, fixtures, equipment, etc.
Technology bonds would be financed to match the life of the asset.
Financial Information
The District has lowered the Interest & Sinking tax rate for six
consecutive years, and the current tax rate is the lowest it has
been in over 20 years.
If passed, the estimated maximum tax impact of this bond is
9.4 cents or approximately $13.71 per month for a home
valued at $200,000. The tax increase would be phased in
over two years with an increase of 4.3 cents in 2018 and an
additional 5.1 cents in 2019.
Age 65 and Older: No Tax Increase
HEB ISD property taxes for citizens age 65 or older
would not be affected by the bond election as long as a
homestead and over 65 exemption application have been
filed with the local appraisal district.

The Board of Trustees worked with district staff for more than a
year to study and prioritize potential projects based on growth
projections, facility assessments, financial data, and responses
to a community-wide survey.
