Trojan Talk
For the past 10 years, the Trojan Talk
Advisory Program has been pairing
volunteer community mentors with groups
of 15–20 students to discuss a variety
of real world topics such as character
development and leadership skills. More
than 100 mentors present to their designated student
groups each month throughout the school year, and
in most cases, the mentors continue their Trojan Talk
with the same group of students for multiple years in
a row. This design allows the mentors to truly forge a
personal and impactful relationship with the students.
The mentors come from
many different walks of
life – business owners,
city officials, clergy
members, and even law
enforcement officers
such as Raashid Brown.
“This program allows
professional and successful people to connect with high
school students as a role model, or even a believable
hero,” said Brown. “I believe each of these kids has
greatness inside of them. I’m just here to provide
guidance for what steps they need to take to achieve it.”
“He has helped me grow as a person,” senior Ariana
Cox said of her Trojan Talk mentor, Raashid Brown.
“Through this program I have realized I am worth more
than what other people might see, and I can achieve
great things no matter what imaginary limits might be
set upon me.”
Welcome our New Deputy Superintendent
for Business Operations
Business Manager for the 2002–2003 school year and
returned to Midland ISD to become the Chief Financial
Officer and has worked in that position since.
Mr. Garcia is no stranger to serving across the state.
As a member of the Texas Association of Business
Officials, he first served on the board and then became
president in 2012. He has also served as LEAD Staff
Treasurer of the Texas School Alliance as well as
LEAD Staff President in 2016.
HEB ISD welcomes David Garcia as our Deputy
Superintendent for Business Operations to our
Executive Cabinet. Mr. Garcia graduated from Texas
Tech University in 1982 with a Bachelors of Business
Administration in Accounting. In 1989, he began
working for Midland ISD as the Accounting Supervisor
and was advanced to the Director of Finance from
1995 through 2002. He moved to Katy, TX to be the

He has been the president and Regional Chairman
of the Local American Red Cross, treasurer of the
Midland Boy Scouts Buffalo Trail council, a volunteer
with Big Brothers Big Sisters, and numerous other
service roles.
David and his wife Irene have two children: Gabriel
and Adriana, who both attend college in Lubbock, TX.
