The most commonly experienced impediments across all four initiatives remained internal resource constraints and competing priorities .
The results from the 2021 survey were consistent with survey results from 2018 , 2019 , and 2020 , with internal resource constraints and competing priorities in organizations remaining the biggest impediments at organizations .
Across all four initiatives , approximately 44-50 % identified internal resources constraints as a leading impediment , and approximately 44-48 % identified competing priorities as a leading impediment . The percent ranges of the third and fourth most challenging impediments varied more than the top rated between individual initiatives , with between 19-38 % selecting vendor / software limitations as an impediment and 18-29 % selected political resistance to change from internal stakeholders and / or providers as an impediment . Lack of vision from leadership was consistently selected least often across the four initiatives , with percentages hovering around 17 % within all four initiatives , and those who selected there was an “ other ” impediment impacting each initiative at their organization ranged from 11-15 %.
