Change Was Slow in Coming

While many thought leaders in the U . S . were clamoring for a paradigm shift in the way care was delivered and financed , those within the healthcare industry settled for a more incremental approach . Many programs were implemented to incentivize better quality and lower costs . In the early years of this decade , the industry bought into such programs as CAHPS , meaningful use , value-based purchasing , and accountable care organizations . Acute care facilities put programs in place to reduce unnecessary readmissions , to prevent hospital acquired infections , and to prevent inappropriate conflicts of interest . While all of these programs led to modest improvements , they have yet to bring about the magnitude of change that is needed .
