The Competence & Conduct Standard Is Almost Here. Is Your Workforce Strategy Ready?

Sara Roberts, Chief Operating Officer
The Competence & Conduct Standard is now upon us, marking one of the biggest changes to professional standards in social housing in a generation.
Across the sector, housing providers have been working hard to understand what the new requirements mean for their organisation. Policies have been reviewed, workforce data has been analysed and discussions around qualifications have become a regular feature of board meetings and leadership discussions.
That’ s exactly where the focus should be.
However, as we move closer to implementation, we’ re seeing the conversation evolve.
The question is no longer“ What does the Standard require?”
It’ s“ How do we develop a workforce that is ready for it?”
The answer isn’ t as simple as selecting a qualification.
One of the biggest misconceptions surrounding the Competence & Conduct Standard is that there is a single route to achieving compliance. In reality, every organisation has a workforce made up of people at different stages of their careers, with different responsibilities, different aspirations and different development needs.
A housing officer taking their first steps into the profession requires a different learning journey to an experienced practitioner looking to formalise years of knowledge. Equally, someone preparing for a leadership role will have different development requirements to a specialist working in homelessness or independent living services.
That’ s why workforce planning has become so important.
Rather than looking for one qualification that meets every need, organisations should be thinking about creating clear development pathways across their workforce. By aligning qualifications to career stages and job roles, employers can support professional growth while ensuring they’ re meeting the expectations of the Competence & Conduct Standard.
For some colleagues, that journey may begin with a recognised Level 3 qualification, providing the foundations needed to build a successful career in housing. Others may be ready for a Level 4 qualification, strengthening professional practice and leadership capability. Experienced professionals may benefit from accelerated routes that recognise existing knowledge and experience, while specialist qualifications allow organisations to develop expertise in areas where demand continues to grow.
Choosing the right pathway isn’ t just about compliance. It’ s about creating opportunities for people to develop, progress and remain within the sector. At a time when recruitment and retention continue to challenge many organisations, investing in structured professional development has never been more important.
One of the most common conversations we have at Kingdom Academy isn’ t about qualifications themselves. It’ s about where organisations should begin.
That’ s why we created the Competence & Conduct Hub.
Rather than simply presenting a list of courses, the Hub has been designed to help employers understand the different qualification routes available, explore the options for different roles and build a workforce development strategy that reflects the needs of their organisation.
Alongside the Hub, our free live weekly Information Sessions provide an opportunity for employers to explore the different pathways in more detail, understand how qualifications align with different career stages and ask questions before making decisions about investment in learning and development.
The Competence & Conduct Standard represents an important milestone for our sector, but its success won’ t be measured by the number of qualifications achieved. It will be measured by the confidence, capability and professionalism of the people delivering housing services every day.
The organisations that see October as the beginning of a long-term workforce strategy, rather than the end of a compliance exercise, will be the ones that strengthen not only their teams, but the future of the profession itself.
