In December of 1823, President James Monroe announced, in his State of the Union address to Congress, what came to be known as the“ Monroe Doctrine.” He explained that the United States foreign policy opposes any foreign influence in the Western Hemisphere. He added that any attempt to intervene in the political affairs of the Americas by foreign powers is potentially a hostile act against the United States. 7 The Monroe Doctrine has been changed and modified over the years, but it still stands as one of the most enduring foreign policy standards of the United States, even into the twenty-first century. n
