The 7th Annual HCBA Environmental, Land Use and Eminent Domain( ELU) Conference was held February 7, 2025, at the Chester H. Ferguson Law Center. The annual ELU Conference provides a full day of professionalism, as well as city, county, and local government CLE credits while presenting registrants with a robust agenda featuring leaders in city, county, and local government as well as state and local agencies, and private practitioners. The Conference also featured a panel of Thirteenth Judicial Circuit Court judges, who provided practice tips and professionalism guidance before

the conference concluded with a networking reception.
The Conference began with an inspirational welcome from the Honorable governor Bob Martinez, who served as the 40th governor of Florida. The Honorable Judge Darren Farfante, Circuit Court Judge, 13th Judicial Circuit, provided a keynote address on professionalism, including educating attendees on professionalism requirements and processes available to deal with professionalism issues, and emphasizing the importance of upholding the professionalism standards of the Bar.
A Private Practitioners Panel was moderated by ryan reece
and panelists included Travis Moore Hearne of Mechanik nuccio Hearne & Wester P. A.; Chris Tanner of Manson, Bolves, Donaldson, Tanner; and nicole neugebauer MacInnes of Stearns Weaver Miller. The panelists’ topics included federal wetlands law and practice, including providing an update on the ongoing matters concerning the definition of“ Waters of the United States”( WOTUS), the complex process for mitigation bank permitting and the need for more banks in Florida, and the“ Live Local Act” and anticipated proposed changes
