Windsor Town Centre Liveability Project complete

After years of planning and 12 months of construction, the transformation of Windsor Town Centre is now complete, marking a major milestone in the Hawkesbury’ s town centre revitalisation journey.
The final stage of the Windsor Liveability Project, focused on Windsor Mall, was completed on 30 June this year. It has delivered a vibrant, accessible, and welcoming space for residents, visitors, and businesses, while celebrating Windsor’ s rich heritage.
Funded through the Western Sydney City Deal, the project has breathed new life into the heart of Windsor, with key upgrades including,
• Feature paving and improved pedestrian pathways
• Contemporary street furniture and landscaped garden beds
Upgraded Windsor Mall at the Fitzroy Hotel.
• Enhanced safety and accessibility features
• Installation of engraved name pavers, purchased by 500 community members in 2021

The Windsor Liveability Project is part of the Western Parkland City Liveability Program, a key initiative under the Western Sydney City Deal. The program enables councils to deliver infrastructure that enhances both the built and natural environments, supporting economic growth and community wellbeing.

further $ 1.24 million was secured through the NSW Government’ s Greening Our Cities grant, in partnership with Local Government NSW, to plant mature trees across each town centre. These new green boulevards aim to mitigate urban heat and improve environmental amenity.
The Western Sydney City Deal is a collaboration between all three levels of government, overseen by Susan Templeman MP( Federal Member for Macquarie and Special Envoy for the Arts), the Hon Paul Scully MP( NSW Minister for Planning and Public Spaces), and the eight Mayors of the Western Parkland City.
This partnership has delivered a renewed Windsor Town Centre that seeks to reflect the pride, heritage, and aspirations of the Hawkesbury community.
To celebrate this achievement,
Hawkesbury City Council will host an official opening event on Sunday, 10 August from 9am in Windsor Town Centre.
However, not all residents agree that the final result aligns with Windsor’ s historic character. Some heritage advocates and local business owners have raised concerns over urban design choices, perceived lack of community consultation, and negative impacts on trade, particularly in key precincts such as Windsor Mall and Thompson Square.

segment remains unconvinced that the finished project adequately respects Windsor’ s cultural legacy, local voices especially from heritage groups and small businesses are expected to continue advocating for further modifications or remedial works.
