The Historic Downtown Garner Plan,
adopted by the Town Council in 2010,
is a market-based, community-led
vision for the downtown area that
includes a plan of action for implementation.
In furtherance of this plan, Garner voters
in March 2013 approved up to $2 million in
Redevelopment Bonds that have been used for
storm water infrastructure improvements and
land acquisition at and around the site of the
new Garner Recreation Center at the corner of
Main and Montague streets. The plan can be

The Town’s Comprehensive Parks, Recreation,
Open Space and Greenways Master Plan is
due for a refresh in 2018. The document serves
to provide a long-term vision and can help
as a tool to seek alternative funding sources
for projects. The current plan can be read at

The Garner Police has produced a couple of
important long-term planning documents, a
strategic plan and the department’s Response
to the President’s 21st-Century Task Force on
Policing Report. These documents

The goal of all of these plans is to enable the
Town government to continue to provide
effi cient and timely services and to guide
Garner along an orderly path of growth that
enhances residents’ quality of life over the
long term.
