HERE IS WHAT IT MEANS FOR RV BUYERS… WORDS: MAX TAYLOR Sweeping changes to the standards governing vehicle compliance – including caravans and motorhomes – are about to come into effect. On December 10 2019, the Motor Vehicle Standards Act 1989 (MVSA) will be replaced by the Road Vehicle Standards Act (RVSA). The MVSA is Australia’s principal regulatory framework for vehicles, controlling the safety, environmental and anti-theft performance of all new and used road vehicles, including RVs. 12 \ However, critics of the MVSA – including Australia’s national RV body, the Caravan Industry Association of Australia (CIAA) – have pointed to flaws in the regulations that have allowed a culture of non-compliant manufacturing to flourish. In particular, the self-certification regime, in which RV manufacturers and importers can declare their own products have been built to agreed standards, is set for the scrap heap, according to Stuart Lamont, CEO of the CIAA.
