FROM THE DESK OF THE MAYOR
O nce again, 2025 has been a year of many positive improvements for Ottumwa. The city’ s administration, mayor, and city council have continued working together on Ottumwa’ s 2040 Strategic Plan.
This summer the Iowa Economic Development Authority and Iowa Finance Authority selected Ottumwa as a Thriving Community in 2025. This designation allows developers to secure funding and tax credits for new construction and housing projects next year, further supporting our economic development efforts.
Ottumwa’ s community development department has aggressively removed derelict houses through condemnation proceedings, creating sites for new housing. Rippling Waters, Habitat for Humanity, the Indian Hills Housing Construction Program and the Ottumwa High School Housing Program have also built homes for our community.
The city again contracted with GOPIP to lead economic development initiatives, including filling storefronts at the new Wildwood Plaza Mall. Workforce retention efforts have included updated hiring practices, revised job descriptions, and streamlined civil service processes.
Several new amenities were developed this year: the indoor sports complex, new tennis courts, Ottumwa High School’ s competition gym, three legacy soccer fields, the skateboard park, and the Market Street Landing archway.
The city has also supported cultural and community events such as Ottumwa Pride, Viva Ottumwa, the Be the Light Suicide Prevention Walk, Alzheimer Walk, Ottumwa Duck Race, Bacon Fest and Balloon Races— events that celebrate diversity and raise awareness for health causes.
Ottumwa’ s future is bright, and our city will continue to grow and prosper as long as we work together as a committed community.
Respectfully,
MAYOR RICK JOHNSON City of Ottumwa community partners
