Culture is a set of values and practices that create meaning for society. This includes both high culture such as literature, art, and education, which appeals to elites and popular culture such as appeals to the masses. The purpose of cultural diplomacy is for the people of a foreign nation to develop an understanding of the nation's ideals and institutions in an effort to build broad support for economic and political goals. A growing element of international relations is in cultural diplomacy, defined by political scientist Milton Cummings as ―the exchange of ideals, information, values, systems, traditions, beliefs and other aspects 11 The country that is treated as the pioneer in cultural diplomacy is The United States of America. American Music, American movie, American international brands, American ideas of liberal entity has a king of omnipresent existence all around the globe. Even, people from most outbreak part of Africa might have an idea about popular U.S brand ―Coca-cola‖. All these seemingly ―soft aspects‖ are often directed towards a particular end in order to achieve a particular outcome. For example- there are number of blockbuster hit Hollywood films ( ―Hurt locker‖- for example) that signifies U.S military interventions in various situations and project a positive image about U.S.A. U.S embassies and cultural centers all around the world play vibrant role to perform this job. For, countries like Bangladesh; U.S. significance is much more than any other countries and cultural diplomacy is subsequently playing a significant role. Page achieving real policy is a matter of debate. As Samuel Huntington argues; ―drinking Coca-Cola make Russian think like Americans any more than eating ―susi‖ makes Americans think like Japanese.‖ However, drinking coca-cola obviously helps to build a positive image about the country where it is produced, if not think like them. The job of diplomacy is to ride on this positive image and reach the indented goal. That is why in this present globalized world, culture has become an important aspect of diplomacy.
